This Policy Index & Governance Register provides an overview of the governance documents published by Tool-O.
The purpose of this document is to assist Users in locating relevant policies, understanding how Platform governance documents interact and promoting transparency regarding the Platform's governance framework.
1.2 Objectives
This document seeks to:
- provide a central index of Platform policies;
- improve accessibility of governance documents;
- promote transparency;
- support legal compliance;
- strengthen document governance;
- assist Users in locating relevant policies;
- support consistent interpretation of Platform documentation.
1.3 Scope
This document applies to:
- all Platform policies;
- governance documents;
- public statements relating to Platform governance;
- Users;
- Owners;
- Borrowers;
- all persons using the Platform.
1.4 Guiding Principles
Tool-O administers its policy framework in accordance with the following principles:
- transparency;
- consistency;
- accessibility;
- accountability;
- legal compliance;
- continuous improvement.
1.5 Relationship with Other Policies
This document should be read together with:
- the Terms of Use;
- the Document Control & Policy Governance Policy;
- all Platform policies;
- all governance documents published by Tool-O.
1.6 Updates
Tool-O may amend this Policy Index & Governance Register from time to time.
The latest version published on the Platform replaces all previous versions.
2. POLICY REGISTER
2.1 Governance Framework
Tool-O maintains a comprehensive governance framework consisting of policies, statements, standards and other governance documents designed to support the safe, lawful, transparent and responsible operation of the Platform.
2.2 Current Governance Documents
At the date of publication, the Tool-O governance framework includes the following documents:

2.3 Document Status
Unless otherwise stated:
- each governance document operates independently;
- governance documents should be read together where relevant;
- the latest published version replaces previous versions;
- superseded versions may be retained for legal, operational or
historical purposes.
2.4 Priority of Documents
Where there is any inconsistency between governance documents:
- the Terms of Use prevail to the extent permitted by applicable law;
- mandatory legal requirements prevail over Platform policies;
- supplementary policies apply only to the matters they specifically
address.
2.5 Availability
Current governance documents may be made available through the Platform or other communication channels determined by Tool-O.
Historical versions may not remain publicly accessible.
2.6 Interpretation
Platform policies should be interpreted:
- consistently with the Terms of Use;
- consistently with applicable laws;
- in good faith;
- having regard to the overall objectives of the Platform;
- in a manner that promotes responsible marketplace operation.
2.7 References
Where one governance document refers to another, those references are intended to assist Users in understanding related obligations and should not be interpreted as limiting the operation of either document.
2.8 New Documents
Tool-O may introduce additional governance documents where reasonably necessary to:
- comply with legal obligations;
- address new Platform functionality;
- improve governance;
- strengthen User protections;
- respond to emerging risks;
- improve operational effectiveness.
2.9 Withdrawal of Documents
Tool-O may withdraw, consolidate or replace governance documents where reasonably appropriate, provided doing so remains consistent with applicable laws and contractual obligations.
